The protocols signed in Zurich in 2009 by Armenia and Turkey have not been ratified and have therefore not come into effect. Is this a desirable failure? In our view the protocols are perverse, harmful and highly “useful”. They have established a framework, a mould for the future. Even if they are never implemented, they have already constrained the relationship between the two countries. They have truly excluded the Diaspora from the discussion of its natural claims. A pointless trick? No, a dastardly trick.
